Stuff like this always makes me wonder a bit. Like language proficiency, stable income and condemnation of antisemitism all seem like pretty reasonable things to ask for before you make someone a citizen. Also many countries don't allow dual citizenship at all. And yet other people read this and see the third reich

From what I can tell the report is a follow up to a broader 2021-ish thing ordering the government to do this Indigenous reconciliation across the board and is saying basically that the people responsible for this "reconciliation" have no clue what this means or how to achieve it.  

Canada's "principles" on this seem to say as much:
