Actually, now that I think about it, talking about "collective punishment" as something Nazi Germany did would imply you think at least some of the Jews and so on were guilty of declaring war on and undermining Germany. The objection being that they went a little far by seeking to punish all of them and other "degenerate races" weakening the Reich.
