Coding to the metal means you use less layers of abstraction while programming. In most cases you get more performance this way.
For example, you're writing code directly for the GPU itself and not using some kind of one-size-fits-all engine like Unity or other middleware like DirectX. 

There are a few instances where coding to the metal was real in the PS2 generation. On the GameCube for example, the GPU could do specific things such as fur-shading by direct instructions as those functions were baked into the GPU rather than accomplished via a graphics API. Especially Rare was very skilled at this type of programming as the dev tools Nintendo shared with third parties were often inferior to what they used themselves. So Rare usually reverse engineered the hardware to see what it could do and then made code that directly instructed the CPU and GPU instead of middleware.

On the PS2 though, most games ran on engines like Renderware, only very few games were running on their own engines made specifically for the game (i.e. coded to the metal).

Funny enough the practice has returned with AI. People are using Python a lot to get the most accurate results instead of more abstract frameworks.
PHP is also making a comeback in favor of Javascript frameworks which again add a lot of abstractions.

I'm totally confusing myself with money market funds.

Not an expert on 401ks as I am not American but the funds can have all different types of underlying/plan assets or not (considering the risk profile of course)?

Quite frankly, I want to see one of these developers put a disabled, agoraphobic, trans, woman into a figuring game as a playable character and make her abilities realistic. Like, even more underpowered than the crash test dummies that are usually in the training mode.
