Speaking purely from a games and design perspective, I think before we can normalise women's breasts, we have to establish that they are not "for men". Or more broadly speaking, that women's bodies as a whole are women's property. The values and desires of men hold too much weight, both as the creator and the player/viewer. They assume everything is created in order to please/satisfy/benefit themselves, and currently very little exists that counteracts that worldview. That thinking not only goes uncontested, but is constantly bolstered by representation of women in popular games and franchises. I feel like trying to normalise in this climate (at least by way of making women's breasts less taboo) would only serve to make some men feel like they have more control, and are being catered to more. We first need to change that way of thinking, which to be honest sounds like a very difficult challenge because of how ingrained this distinction of women's and men's bodies are in society.

Maybe we could at least make a start by subverting expectations and breaking those holds where men's power over women's bodies is assumed and asserted. For example, with the portrayal of gay women who would otherwise be perceived as sexy or tantilising. And not just "Oh yeah, plus she's a lesbian" in her bio, but actually shown being gay with other women; only offering themselves to women, and rejecting the male gaze. Place a toxic male character and have his assertions confounded or even humiliated. Let men know explicitly that not everything is for them, and that women have agency over their own bodies and desires.

Similarly with male chests being seen as powerful, you could subvert this by having a big bare-chested man be portrayed as gay. Again, don't just hint at it in the lore, but show him in a cutscene or win pose actually being smitten with another man - both physically and vocally. I don't mean to imply that gay characters can't be powerful; I mean in the sense of the player seeing a burly chested man as a power fantasy - something they can use to uphold their worldview. Take that away from them. Show them men who they would idiolise as being able to have anything they want, and show them choosing to have other men.

...I'm sorry, I realise my suggestion in both cases literally boils down to "more gay characters!" lol - but this wouldn't be a bad thing in general. I understand this sort of approach would incur the wrath of alpha males, mysoginists and manbabies, but I'm imagining a big studio like Capcom doing something bold like this, and the positive voices overwhelming the negative ones. They would receive positive reception from both the gay community and ally players at large who are just here to play a fun game and appreciate cool designs. This would then be a form of "correction" whereby the vocal minority is drowned out, and those outdated, harmful ideologies would get exposed. We're seeing hints of this even now, and I think more extroverted moves in that direction would help to change the consensus.

I saw that Stellar Blade tweet and the reference to DOA and istg I'm so tired with the sexualisation in fighting games and how much clickbait there is amongst content creators. A user posted a video in the street fighter thread (no hate to the user btw it was a combo video or guide or something but the thumbnail was of a shot from cammy's CA while in her classic thong leotard and it was soo in your your face. I mention this because someone last night on twitter pointed out that if you google Chun-Li one of the images that pops up right away is this (a thumbnail to one of max's video) 
 
And I've seen replies to that tweet from others basically confirming that they got the same thing when they searched Chun-Li (so I assume it's true and not a big meme). I don't think I really need to explain the problems with this here, but it just left me with an awful taste in my mouth and while everyones joking about it and finding it funny it is symbolic of so many issues in the fgc and potentially contributing to the rises of harassment that's been happening as I posted about a week or two ago

I also just decided to test it and that video pops up bigger and more centrally in the overview than a tutorial video on how to play her. I'm tired

  

I've never had people reacting to characters in that way before when I search for a character and I often search characters up, I did it loads recently while trying to piece the timeline together and characters ages, so yeah this is a new thing for me. You're not wrong in anything you say about lip service, tournaments and the SF6 swimsuits but the fact reaction images like that appear in the AI overview that googles forced on us, it's just adding a layer of conditioning to anyone who looks up characters in how they should be acting/treating these characters.

I find their posts fall into 3 categories:

I actually think the game looks fun but, they are right in that the thread title is hostile.
On a forum as large as this any thread title that implies everyone is doing something is hostile to the people not doing it. It makes people not interested in the game feel like they don't belong and excluded, and challenging anyone who dislikes it to stay out.
It makes more sense as a question between friends to confirm plans, rather than the title to a post that will garner thousands of views.

I realize it's a bit weird to reply to myself but I've been thinking about something a couple for friends said to me when I discussed this topic with them, that de-sexualization isn't really the right word for it but rather normalization. As pointed out there are many women and men who lust over or find men's chests and breasts sexy, I remember when Ganondorf's design for Tears of the Kingdom was revealed and their were many men and women in my friend group found him sexy, especially his chest; and yet men's chests aren't treated as a taboo like women's breasts to be hidden away or treated as way more rude them revealing a man's breast despite their being not much difference.

Like in many fighting games, many men walk around bare chested and no one treats that as weird or wrong, like even Smash does this with Sephiroth, but Mai is barred from the same game for having a too revealing costume for CERO despite revealing less skin then the the Sephiroth alt costume .

And I wonder if we push for the normalization of women's breasts, pushing back against the taboo, we end up pushing back against objectification of women's breast, take away men's power to control what women wear, positioned etc. Like we here discuss a lot about the differences in how men and women are sexualized and it is so silly that the same act should have two different meanings. "Wow that man has his tits out, how strong and manly!" and "Wow that woman has her tits out, what a whore there's children present!" why can't women be seen as strong and powerful?
